This guidance document aims to help Cohesion Policy Managing Authorities (MAs) plan and deploy SE investments in buildings within Operational Programmes (OPs). It provides a list of good practice approaches and case studies and informs MAs about the European requirements on buildings and EE. It also explores the different financing mechanisms that MAs can use to support SE projects within an OP, with the objective of launching large scale investments in the energy renovation of buildings and attracting greater levels of privatesector investment.

This report was commissioned to provide background information and advice on Smart Cities in the European Union (EU) and to explain how existing mechanisms perform. In exploring this, a working definition of a Smart City is established and the cities fitting this definition across the Member States are mapped. An analysis of the objectives and Europe 2020 targets of Smart City initiatives finds that despite their early stage of development, Smart City objectives should be more explicit, well defined and clearly aligned to city development, innovation plans and Europe 2020 in order to be successful.

The purpose of this document is to identify the barriers and potential solutions for the financing of smart city innovative technological solutions, in particular in the areas of low-carbon energy and transport, as well as ICT.

This document discusses the potential financial mechanisms and models that can be applied to overcome these barriers, e.g. debt and equity mechanisms and the use of new contractual models. It also discusses how to integrate socio-economic benefits in the project preparation process to estimate the value of the benefits to society that cannot be recovered by the project. This allows estimating a justified and reasonable level of public subsidies required to implement a project which would be not bankable otherwise.

This document also details some existing best practices and links to further information.

This document (nov 2013) is a first guidance version developed by stakeholders in the Finance Group on how to use EU funding to develop smart cities. The document will be thoroughly revised when the regulatory framework for the 2014-2020 Multiannual Financial  framework is released in collaboration with relevant stakeholders.

The updated version will aim to offer guidance relevant to the challenges of planning and implementing a smart city strategy with the support of the EU budget and the EIB.
